It isn't on the IMSLP website (Kabalevsky is entirely missing), and it's almost certainly still protected, since it was first published in 1940 and he died in 1987.
Are you looking for the original orchestra part or a part from a band arrangement? There are band arrangements of the suite and of the Gallop movement that everyone knows at http://www.jwpepper.com/sheet-music/search.jsp?keywords=kabalevsky+comedians. Kalmus's edition of the orchestra version seems to be OOP, but a music library might have a copy. If you need it to prepare for an upcoming performance, the group you're playng it with might be able to supply the part.

Lucks Music sells a study score of the 10-movement suite for orchestra for $45. The parts are rental only, from G. Schirmer.
