I have an opportunity to purchase a Buffet E11 with a serial number of 1029949. Since Buffet has been lax in releasing their most recent serial numbers, and since this one is over the 1 million mark, I am assuming this instrument is fairly new. It has silver plated keys and an adjustable thumb rest.

That would be fairly new, yes. I can't remember exactly when they went over the 1 million mark - sometime in the last 8-10 years.
Does it say 'made in Germany' (good), or 'made in France' (avoid)?

Hi Paul, yes unfortunately I purchased a Buffet E11 with a serial #B 205197 stamped "Made in France". After doing my research I realized the instrument was made in 1980 prior to the German made B11, according to my Buffet research (thanks to the help from this board). The clarinet itself is in good shape, but it needs a full overhaul. I was just thinking I should ditch it and go for something a bit newer. The person I bought the clarinet from on ebay said they bought it new 3-4 years ago.... which is impossible considering the serial # . Even the music shop told me it was old.... so I am now in the process of trying to return the clarinet.

I don't think Buffet ever listed serial numbers for the German made E11s as these were made by Schreiber and followed a completely different serial list from Buffets.
If you have an E11 made in France then this will be quite recent as Buffet only started making them there a few years ago. I assume that Buffet issued numbers with a B prefix for these new French E11s in a similar way they use the K prefix for the E13s.

Hello Norman, thanks for the info..... I suppose that is what I am trying to get at. since there is a serial number that begins with the letter "B" is it newer? Nobody can seem to tell my the answer to this question. I was under the impression that the newer (after 2009) e11 were all silver plated keys and had the word FRANCE printed under the E11 on the barrel..... This one is nickel plated, and "made in France" is embossed in the wood above the serial number. Any thoughts?? I'm very confused.
