I'm thinking of applying for Juilliard Precollege, I'm in ninth grade. I have played the Mozart Clarinet Concerto recently. I was wondering: How hard is it to get in? How many people get in?

Real hard. Not many.
I recently sent a student there. She auditioned on Copland and an etude from Jeanjean 18. Mozart also, IIRC.

Gee, when I was in the 9th grade I was only playing clarinet for one year and didn't even know who Mozart was. I guess I did OK though. :-)

Yes, she did.
It might help to try and take a lesson or two with one of the teachers there before the audition. Other than that, you should be practicing 2 to 3 hours daily.
I assume you are already taking private lessons - do discuss this with your current teacher.

Although it isn't listed on the Julliard website, I believe that Larry Guy has begun teaching at the Pre-College this Fall. Larry has a long history of nurturing young talents to a very high level. His former students have excelled at numerous conservatories and collegiate music programs. Oh, and he's a terrific human being.
If you have questions about the program, I suggest getting into contact with him and putting yourself on his radar. You could consider a trial lesson to get a bead on what they are looking for in applicants. I'm sure that he would be happy to help you get the answers you need.
