I have to write a composition in the next 3 weeks. I haven't started because I have no ideas on how to write one.

I will assume that having no "direction" for the assignment means that it is to be a basic one line 'melody' of some sort that you can play on you clarinet.
I'd would use organizing principal of a simple song which is A-B-A in structure. Just come up with some simple ditty (and perhaps the notion that you are creating something is daunting......the truth is that it can be something 'close' to a tune you know). Your ditty now becomes the end and the beginning of your A-B-A form so you only have a third left to compose. You can alter your ditty in some way (a permutation) or come up with another that relates in some way and just squeeze it in between the two iterations of the first ditty and VIOLA.....you have a song.
