I put the file at the bottom.
On the top right hand corner, go to page 7. Then look at the 5th row on the staff and the 4th measure on beat two. There is a grace note D# going to another D. Does the D# grace note make the next D a D#?

Yes, it is still D-sharp. You have to articulate the second (main) note, just like the previous four notes.

In this case, judging by the preceding notes of this crescendo passage, I would say definitely yes. I can't say for certain that there is generally any hard and fast rule about that though. I would say it's at the composer's discretion (or perhaps the publisher's) to show accidental markings to avoid any ambiguity, but things could certainly get visually crowded in some instances if this were always done.
However, the nature of this piece suggests to me that the answer to your question is yes.

dunno if there are hard and fast rules, but in every score I've seen this, the accidental was valid for the entire bar, grace note or not.

Since I am not as familiar with Til Eulenspiegel, I have to ask: do we know if this is a transposed part for "Eb clarinet" (play as written), or is this part in "D" requiring the player to play a half step down?

Yes, this is the transposed part from the orignal D clarinet part. I've played this, it is a D# both times. The part is correct as it is. Good luck. I sat on that committee for 17 years when I taught clarinet at Peabody.

Logically the grace note and the dotted quarter should be the same pitch just as the other pairs are that precede it.

Thank you. The reason I asked even though I saw the last few notes being played the same way was because I thought I would sound stupid of there was a rule that I didn't know about.
