I'd like to ask is fixing a German bass clarinet much more difficult than fixing Boehm basses worldwide?
And which is easier to fix, the full automatic speaker keys, or the half automatic?

It depends on the aptitude of the repairer - any decent tech will have the knowledge to sort out any problems on any given instrument provided they are fully aware of what it is they're working on and how to approach and rectify any problems.
Semi-auto are easier to work on that fully autos - there are so many factors determining how well a fully auto mechanism will work and altering something, even changing a pad can put things out if the thickness is slightly different. So it's the job of a good tech to diagnose and repair anything they work on so it's reliable.

So they can repair it even though they had never seen one before?
German basses are really rare horns.

As I said, if they have an idea what they're doing and how things should function, then they should be able to fix anything.
While German basses are rare outside Germany and Austria, they still have the same basic mechanics as other modern woodwinds. The differences are the layout of the keys due to the different fingering system, but that shouldn't be a hurdle.

The job of any decent tech is basically analysing what each mechanical contraption is supposed to do, and making it do that well and reliably, often better than the manufacturer did.
Brand or style of instrument, or country of origin is irrelevant.
