I have a Germany made Buffet E11 and I wanted to know what do you guys think about this vintage french clarinet? Is it any good or I will be spending almost 400 € for trash?

Martel made pro level clarinets which were popular in the early 20th Century among some prominent British players. From what I understand, the Louis Chas Draper models were based on Martels.

I think it'll be worth the €400 if it plays well once completely rebuilt - I strongly suggest you have the gold lacquer stripped from the keys! My first set of Selmers had the keys gold lacquered and it looked horrendous.

Rather, if it plays well the €400 will have been well spent. It may then be worth completely rebuilding if you're turned on by that sort of thing; I'd just have it put in good and reliable playing condition by a good and reliable technician.

Since this horn is close to 100 years old (based on keywork) It warrants close personal examination for wear on keys and, especially, pivots. also the wood for deformation and cracking. Price woud be too high for me unless it has been worked on by a competent tech and is already quite playable.
Chris P: I believe Martel made oehms for Hawkes and then for B&H.
