Went to the music store and they had Rco reeds on clearance. THey had some Rico Reserves, an the manager gave me a box each of 3.5s and fours.
I tried them, and on initial try, they re vey consistent. I still have a long way to go on breaking them in, but they are all very responsive, but possibly on the light side(again its still too early to tell). I visually compared them to 3 1/2 vandoren blue box, and it looks like they are thinner at the tip tha the vandorens. I am thinking that mght be why they feel so responsive, but I am thinking the tinner tip might be why I feel they do not have enough resistance (than again maybe not, it is still too early).
I am wondering which of the rico cuts are the most similar to vandoren blue box 3 1/2s, both in cut and reed strengths. THanks in advance for any help.

What mouthpiece are you playing on?
In my experience, the Rico Reserve as well as Vandoren V12 run a half strength softer than Vandoren regular.

dont, i switched from reserve back to 56's. rico reeds dont last very long and sound thin and bright after a week

You can check the strength comparison chart on Rico's site
I have played the Rico Reserve Classic for a few years and have been very happy with them. They work very well and are quite consistent.

I don't have extensive measurements, but the ones that I have (made with a PerfectaReed) of a couple each of Rico Reserve Classics, 56 Rue and V12 show a slightly thinner tip on the Classics than the tips of either of the Vandorens. A couple of each reed isn't a reliable sample, but you may well be right.
I haven't measured Reserves, but I have some, and now that you've brought them up, may check a couple of them tomorrow.

I am playing on a Penzel Mueller India rubber mouthpiece- very close 97 tip. Gauge measurements are 4, 10, 20, 33.
I have tried all of the vandoren reeds, I occasionally use #4 blue box, but 3 1/2 works best- though I do clip them quite a bit.

I haven't gotten those Reserves out yet to measure, but FWIW, I'm finding 56 Rues and Reserve Classics to be pretty much equivalent in overall resistance. I did at one point back in the past year or two make a conscious decision for Reserve Classics over Reserves, but I couldn't tell you why at this point. You should try each.
