 Bass tone hole question

I have an old Vito bass clarinet and I have noticed that the tone hole under the upper end of the register key is only open when the register key alone is pressed, leaving the left thumb hole open. I am not aware of any note played by pressing the register key while leaving the left thumb pad open. Can anyone explain what purpose the first mentioned tone hole serves ? Or is there somrthing wrong with my bass ? It plays quite well.
