It's that time of year again.... always seem to struggle matching the articulation
of the flute that is double tonguing with ease and pushing tempo. Any suggestions
towards end of line when it goes into throat tones?

When I did it recently I had too as the conductor took is ridiculously fast. My double tongue was great then so I slured two tongue to. Best let the flutes get on with to be honest as they'll always be heard.

Isn't the clarinet part written in such a way so the hard work is left to the flutes on this (but only on the repeated notes)?

I double-tongue it but that takes a lot of preparation in the weeks prior to the performances. I also try to keep as relaxed as possible, which seems to help.

Your guilt is misplaced. Add some slurs and get on with the hard parts. The audience won't care one bit. Most orchestral players add slurs here and there.
