It's definitely a shawm of some kind - could be a modern double reed form of Tarogato.

Looks like it's made in China to me - the case shouts 'Made in China'.

It's a shawm, I think. You tie an oboe-type reed to the staple and put the whole reed in your mouth with your lips up against the silver disk. There's no embouchure, so pitch is controlled completely with air pressure. Some of the larger sizes have a clothespin-type affair that adjusts the amount of squeeze on the reed blades.

In the hands of all but expert players, anything within a quarter tone or so is considered OK intonation. Also, it's a great way to get dizzy from hyperventilation. Also, bring ear plugs.

One of the staples/pirouettes has a reed attached to it.

Notice the length of the staple cork - shows how much adjustment can be done to play it in (or near to) tune!

I wonder what the other metal thingy in the case is (that fits onto the bell tenon) - looks like a mute bell of some sort as it has a vent hole at the side and closed off at the bottom.
