FWIW, I have one called gStrings on my Android phone, which works well for basic tuning - it will sound a specific pitch, tune by meter to a specific pitch, or auto-tune by meter whatever pitch you play. I don't use it much, because I carry a small Korg in my clarinet case that does the same thing and doesn't run my phone battery down while it's doing it. But for spot work when I'm coaching a student group or getting into my instrument case is inconvenient, it works well. It also has a raft of settings to accommodate different instrument ranges, different customary orchestral pitch levels, different tuning systems (equal, just, meantone, etc...) and a lot of other esoterica that you're not likely to need for checking your pitch onstage before a rehearsal or concert. There's a free version (with ads) and a paid version to eliminate the ads.
I don't play at my computer, so I've never used a PC desktop tuning app, but the one that comes with SmartMusic seems effective.

My first post!
The Peterson iStrobosoft app is by far the best iPhone tuner.
Peterson also makes Strobosoft for PC's. See link: http://www.petersontuners.com/index.cfm?category=143
Not quite as good as a real strobe, but pretty good overall.

I also use and like gstrings (Android X2). A couple of tricks to save battery life while using it: put your phone in airplane mode so the ads aren't constantly downloading. This also reduces data usage. Or, do what I finally did, and shell out the $1.99 for the ad free version. It's a good product, so the developer deserves to be paid.
