can anyone tell me- is it good?
also, its a little tarnished- i dont need it perfect but what will shine up the keys ect. should i use key oil- if so how? anything will be helpful. thank you.

Noblets are fine clarinets. (Of course, they must be in proper repair with no leaks and all).
If yours is an "Artist" model, then the keys are silver-plated, and any mild (non-abrasive) silver polish will do fine. If it's nickel-plated, it might require a bit more elbow grease to bring the shine back; I've had good success with polishing wool such as Brasso, Nev'r Dull etc.
Key oil is for oiling the various rods and pivot screws, not the keys themselves. You may want to use it (a drop of oil on a sewing needle brought to where metal touches metal) after you have cleaned the various hinge tubes with a pipe cleaner.
