It would be far easier to obtain another barrel than to shorten the existing one.
The Muncy Synthetic is a great barrel for a superb price, ~$70:

Backun also makes one call the Protege that is $99.
I've used both with student clarinets (Buffet B10 and B12, Yamaha 250, 23, 32, etc.) always with significant improvements over the stock barrels.
Just make sure you get one that's short enough to allow for some adjustment!
