I paid $30 for a plastic clarinet made in Czechoslovakia, it is in good mechanical shape, and plays with a nice tone. It is in tune with itself but every note is about 20 cents flat. All the parts are pushed tightly in and I don't know what I can do, if anything, to sharpen the notes up.
I am a self-taught senior citizen amateur, and I would very much value some expert advice. Thank you.

Have you asked a teacher or friend who is a skilled clarinetist to try the instrument? Perhaps they could affirm for you that the problem lies in the instrument, and is not simply "operator error".
If the problem is indeed within the instrument, then I would consider getting a shorter barrel.

If it's a CZ-based instrument (I assume it's an Amati (stencil)), then it should be tuned to A=442 or thereabouts. In most cases a different mouthpiece (what are you using?) or a slightly shortened barrel help.
Maybe you're playing with a long barrel PLUS a bring-me-down-to-440 mouthpiece.

Try a shorter barrel. If you play on a Vandoren 13 (440) mouthpiece, try a regular (442) one.

Another clarinet and sax company was Kolhart. They were great for getting started. They played fairly well.
