It's an interesting issue. Not being of that standard I can only compare with my own business. Sometimes we have no-hire interviews. We draw from a small pool of people qualified for our rather specialist work. But then again, if we have to employ a full time contractor for the role it can be very expensive. Perhaps this is not the case in orchestra-land, I don't know.

Yes, it is very common. We've had openings in our orchestra for several years too, some because we haven't found the "right" one yet and in many cases because of budget problems. We have a list of subs that we use for several positions. Some are more of less regular, others rotate in and out. Not really the best way to run an orchestra. I think we have over a dozen positions now that are not filled. By the way, the second and bass clarinetist in the NY Phil are subs. They have not had auditions for those chairs until they hire a principal, which they have now with Morales. So at some time the rest of the section will return to their regular positions and they will have a bass clarinet audition because that's the only one that won't have a regular hire, maybe.
