 Buffet Barrel Question

I am using a 66 mm Muncy-Buffet barrel with my 1965 era R13. The R13 clarinet upper tendon measures 17.0 mm in length, while the corresponding barrel hole is 18.5 mm deep. This results in a gap inside the barrel of 1.5 mm when assembled. The upper barrel hole and the tendon on the Grabner mouthpiece are both 17.0 mm. Is it normal for the hole in the bottom of the barrel to be longer than the clarinet upper tendon? What effect would this have on the clarinet? Thanks

No I would say it is not "normal".
A typical gap would be in region of 0.1-0.2mm.
The 1.5 gap is about the max you would find when pulled out before it would be advisable to start using tuning rings (or preferably a longer barrel.
Obviously if you need to pull out the gap would become unacceptably larger without rings.

Somewhere along the line, your tenon was shortened, since the barrel socket you mentioned (0.728 inches) is the normal depth. Has a beaver been gnawing on the tenon?

Use a tuning ring, as Norman Smale stated.
