I have an old plastic clarinet, only marking on it are Selmer, Made in France, HS* and the number 364303. Anybody have any idea what model this is?

Selmer (Paris) never made plastic clarinets to my knowledge and the serial number isn't in keeping with Selmers who usually have a prefix followed by numbers eg. A1234 or Z9876 (excluding the letters I and O).
HS* is the mouthpiece facing (Selmer are the only makers of the HS* mouthpiece) and mouthpieces are interchangeable with pretty much any make and model of Boehm system clarinet, so more often than not the make of mouthpiece bears absolutely no relation to the make of the clarinet. It's the player's preferrence as to what make and facing mouthpiece they use regardless to the make of the clarinet they use it on.
