I remember seeing an old Boosey and Hawkes publication. There is definitely a version of the Concertino. Try getting in touch with them and they might be able to help and send you an authorised copy.

Martin Tousignant did an arrangement of this for the Navy in 2004 that is available as a sibelius scorch file, but I can't recall off the top the website where it's found. You will have to pay for it but it's not out of line at all.

Hmm I stand corrected. I actually have the orchestral and it's the full score so unless you are willing to write out part by part it won't be of much use.
The instruments on the score are abreviated Fl, Ob, Fg, Cor (es), Tr (es), Timp, Vl, Vla, Vc eCb.
I'm guessing thats Flute, Oboe, (Fg don't know), Cornet, Trumpet, Timpani, Violin, Viola, and maybe the last one is double bass? Not sure.
Well if you want it I can still send you it. I also have the clarinet part but I'm guessing you should already have that.

Fg = Bassoon
Cor = French Horn
The four string abbreviations are for Violin, Viola, (Violin)Cello, and (Contra)Bass
Would be of benefit to you in the future to know common instrument abbreviations.
In any case, to the OP, here is a link to the arrangement of the Weber I mentioned above for concert band. I did this last year, and it is a pretty decent transcription.

Woops. Never got around to it. Should of just gotten a google search. I knew someone would come correct me haha.
I think I did try memorizing them at one point but poof it's gone now.
