There's always some variation in any box of reeds. It may be that the one that hasn't "broken in" for you yet needs some work done on it. It might be heavier on one side than the other, for example.
Or it may just be too hard in general--you should expect to find some of those in every box. A box of 3.5's will actually have several different strengths in it, all close to some "ideal" 3.5 strength, but still different.
On the other hand, it might just be a dud. That happens, too.
