I have a plastic Penzel Mueller clarinet, the model name is Jean Aubert.
The tenon of the upper joint is broken, so in order to make this clarinet playable again I need a replacement upper joint. Does anyone out there have one or can anyone point me in the right direction of a clarinet repair shop that stocks old parts.

This instrument is not worth much and the company has been out of business for decades.
Some wood PM clarinets can be great, though! I have a couple that are some of the best in my collection.
You'd be better spending your time/money getting an instrument in good condition than looking for a replacement for this joint.

I hope some of our fine repairers will post comments on tenon replacement, which seems more possible to me than a [futile?] search for UJ replacement. I echo Sky's comments as to the "economics vs results" character of other solutions. Yes, I also had a good, but not superior, wood PM , a Full Boehm no less!, but replaced it with a Selme FB . I see plastic PM on ebay rather often and they go for fairly low prices. You might keep an eye out there.
Also, broken tenons are sometimes unrepairable jobs for a good tech.
