Festive Overture Arrangements...

Are there any good concert band arrangements of Shostakovich's 'Festive Overture' in the key of concert Bb Major (as opposed to the Donald Hunsberger arrangement in Ab)?

I believe there's an arrangment in Bb done by a Japanese arranger. Seen it but never played it.

I know there is a good one floating around there somewhere, because Cleveland Youth Wind Symphony played it a few years ago. I'd say contact someone at a local university that has a good music library and there's a good chance you'll find what you're looking for.
