I don't know of a site that has EVERYTHING, but this one will give you many choices of what is currently in print.

Have you considered the library? The price is excellent. The selection is fantastic. If your public library doesn't have the selection you need approach your local university and see what can be arranged for borrowing privileges.

Naxos online music library DOES cost, but it has virtually ANYthing that you want.

Itunes has many, many recordings and you can hear 30 second previews for free.

Ruckus.com has an astounding selection of music, which is all completely free (and legal) if you have a valid university email address. Occasionally something will not be licensed and is unplayable, but it's mostly newer stuff--their classical and jazz collections are superb.

Have a look at Rhapsody. It's a subscription service with just about every recording imaginable. You can listen to anything. Downloading costs a little something extra. I've been focusing mainly on jazz, so I haven't checked to see what's there in classical music.
