I know that the Weber Quintet has been arranged for clarinet with string orchestra accompaniment. Do you know who did the arrangement(s) and where to purchase the sheet music?
Do you think these arrangements are effective?

As far as I'm aware...it's not an arrangement as such, it's simply the quartet parts played by more people.

I have always assumed so. My evidence for this is that there's no arranger given on either of Sabine Meyer's recordings of it, it simply says 'version for string orchestra'. I'd be intrigued to know if anyone knows differently.
Personally I like it.

I don't know what the basses 'do' -- whose authority should I defer to? -- but whenever I've done it, I've used multiple copies of the string quartet parts and modified them on the fly. (Some moments work better with solo strings.) The bass I had play pizzicato in a few places, sometimes tacet, sometimes only the skeleton of the 'cello part. It's good to let the player(s) experiment with different ideas -- it's interesting for them, and if you don't like the results, you can always change them.
