although i am only in high school .. and i have a tight budget .. my recent clarinet ( been using it since 5th grade , im a junior now in hs ) my budget is less than 400 dollars .. and i don't -really- know how to shop for a decent clarinet . I mostly want it for marching season to project my sound more on the field , and so it can also make good music for concert season . does anyone have any suggestions to any certain ones i should get ? ( already using a vandorenb45 mouthpiece)
`edit im buying a new one .. cuz i pretty much annihilated my clarinet , bent keys , screws missing , screws loose , the works .

If your budget is that tight, there are only two options: Either buy a used one (I interpret your "im buying a new one" as "I need a different one") or go for an intermediate Amati, eg ACL-311 for just about $400 at WWBW or Graham's. Other options include a plastic Yamaha or Buffet, but they're substantially more expensive.
If you're in for a used one, check out clarinuts.com for a rough idea how much clarinet you get for how much money.
Disclaimer: I do play an Amati myself and would buy it again.

You could see if there are any kids at your school who have played for a few years and are giving up and selling their instrument. Perhaps an advert on the notice board at school would be allowed seeking a second hand instrument. You might pick up something cheap that just needs a little adjusting and that someone is glad to get off their hands with no fuss. The board here is full of recommendations for beginner clarinets - you need to have a skim through these with an eye to the ones which are mentioned as being more robust (i.e. unlikely to need as much work to make them playable for you.) As you are marching it it would seem vastly more sensible to go for resin/hardrubber etc rather than wood. If you get a second hand one now and then look for a better one if you are still playing later and dont need to march it, you probably wont have lost a significant amount in resale value, unlike if you found a new one and then resold.

Nah, I don't think one can do much wrong with a Selmer.
One can wait, choose, select and ponder for years, but you can be sure that a few days after one finally settled on a specific item, something seemingly better comes out. That's the way things go.
Bear in mind that the most important variable in that equation is the player...
