I noticed the other day when I was practicing that my lower jaw moves (just slightly) when I play staccato notes. It doesn't move when I play faster staccato notes, just staccato eighth notes at about 40-100 bpm. Does anyone know how to fix this problem?

Watch yourself in a mirror. Let your jaw relax and drop down and back. Start very slow and pull back the moment you see movement.
A good exercise is to approach it from the opposite direction, tonguing "Loo, Loo, Loo," but deliberately just missing the reed. Gradually move your tongue forward until it barely brushes the reed, always keeping steady air pressure. For more detail, see http://test.woodwind.org/clarinet/BBoard/read.html?f=1&i=153131&t=153075
