I must presume you are talking about 3d space C in the treble clef;With problems in this area you will note that 2 small pads are raised when you finger this note. One or both of these pads are sticking or one or more springs are weak. Problem is one of the following:
1. Water can channel onto the pads and cause sticking; you can use a feather or swab to clean the water out and put and remove some cigarette paper (used yo make your own cigarettes) under the pads---they soak up water.
2. Another fix is to remove the reed and take the top section of the oboe off the instrument. You plug up the section where the cork is with one of your fingers and blow into the hole where the reed goes---before you blow you lift the keywork that raises the two pads that the finger of C raises. Water is forced out by the air. There are only two levers that come out of the bottom of the first section of the oboe---find the right one.
3. If you have a wood instrument some keywork can be binding and causing the problem. If this is so a repairman/woman has to check it out. I would not recommend you do any keywork filing down. If it's a weak spring a professional should do the work.
4. If its not water problems,or pads or springs, when was the last time that you oiled the key rods where they meet the key posts on the instrument----just a little oil of course...you don't want to get oil on the pads.

If it's a low C problem it most likely is a weak spring or a key out of adjustment; best have a repair-person do the adjustment which is tricky.

What did the music instrument repair person say was causing the problem the last time? Anytime an instrument is fixed for me I ask to find out if I can fix the problem if it comes up again.
