I had "Nazi"-era Kohlert (Oehler-system clarinet, not oboe), but mine was labeled "Graslitz, Sudetengau". I've dealt with many Kohlert woodwind instruments from the turn of the century until their demise in the early 1970s and your oboe is the first I've heard of with a combination of the "V. Kohlert's Sons", "Graslitz" and "Germany" markings. I suspect you're exactly right about 1938, your instrument may have been made right before the Nazis forced them to label them with "Sudentengau" and stopped allowing English-speaking-market exports. All speculation, of course!
