Be cautious of the overall length.
I do get an initial scrape to work well 1st 2 octave at the length you describe, but never the 3rd octave.
So there is a trade-off for me, the 'better' fuller tone on the longer reed in the lower ranges or one that is shorter and behaves well in the high range.
A balance must be struck overall.
I use 46 mm staples and finish anywhere from 67.5 (reluctantly, depending on the cane) and 69.5. 68-68/5 on average. I do get a rare 70 -70.5 reed that satisfies all around.
I agree with JRC that we must imagine and then play the pitch, but do be careful about eliminating anything that requires 'biting'. Its a little loose as a concept, the threshold to biting I mean, but flat reeds are the root of many problems and even a little biting is a bad habit waiting to become a life-long problem.
