Yup, it could certainly be your bocal, and anyhow the altissimo notes are very weak on a cor.

Just one word of advice. A cor is not an oboe, and you can't play it like one. It is VERY difficult to overblow a cor, so don't be shy - loosen up on that reed, blow really hard, give it all you've got, and see if the intonation improves!
