The Oboe BBoard

I know that this is off topic, but it has been a big problem for me and is getting worse. So I hope that people will indulge me, or point me to another source of help.
Some people have spoken of having an 'internal clock' which helps to keep them in time. I don't have anything remotely like that, and have no idea how to develop it.
I also stutter, quite severely at times, and am convinced that the same sequencing/timing problems I have in trying to speak affect me in the same way when I am trying to play the oboe.
One of the pieces I am learning with our community band has a 15 measure rest for the oboe. This piece has a quite distinctive lower brass part, so I am trying to learn to count the brass part until I get to a particular note which I use as a cue. Does this make sense? Is there a better way?
Another piece has a 10 measure rest, but does not have a distinctive part for lower brass or anyone else, and does not have anything I can use as a cue. Any suggestions?
Regards, Alex
