i'd say to ask your band teacher before you buy a rental instrument, some rentals are very good, like the piccolo i rented and ended up buying, but some instruments, like the flute i rented from 4th-6th grade, are just junk. if you are going to be playing the clarinet for any number of years, make sure it's in good condition before you buy it. make sure there are no cracks and the pads are all in very good condition - it's expensive to repair. stick with band - the clarinet's a great instrument!
