Basically he wanted a loud woodwind to use in military bands. He could achieve the volume by using a large diameter conical bore. Thus was born the sax.

Sax was originally trying to make a better quality bass clarinet for use in marching bands. He tried various different changes to the bass clarinet, and one, the changing of the bore from cylindrical to a conical one gave hime the louder sound he was looking for.

Sax's first saxophone was huge and considerably harder to play than the modern instrument. It had four separate octave keys instead of the one we know today. It didn't have a lot of the extra metalwork which provides things like alternative fingerings and smooth transitions from one note to another.

When Sax's bass saxophone was accepted by the marching band community, he started making saxes in a whole range of different sizes.

IIRC, Sax was also an oboe player. He probably desired to combine the oboe's conical configuration (and similar keywork?) with the clarinet's simpler tone production. I'm not sure that he invented the sax while developing the Bass Clarinet. Bass Clarinets existed before Sax, he just modernized it. I recall that he was consciously trying to develop a new instrument
