Are you talking about the mechanism on hole for the 3rd finger of the left hand? This allows you fully open the hole by lifting your finger, or to open the hole less by holding down the metal ring but leaving the hole in it uncovered.
The usual reason for doing this in wind instruments is to open a "register hole" which forces the air inside the instrument to vibrate in a different way, with a node at the register hole. Register keys do this, and the hole required is usually small. The bass clarinet has a similar key with a hole in it. In the recorder, it is done manually by 'pinching' the hole with the thumbnail.
