Confused on Bass Clarinet

Hi,

I own a Bb Bass Clarinet. the trouble i am having is, where and/or when it was made. My Clarinet goes down to Eb and it is a EVETTE & SCHAEFFER (PARIS) MODELE BUFFET-CRAMPON.
THE SERIAL NUMBER IS 4644, BUT I VE BEEN TOLD THE LOWEST IS: 19506
Can anyone help??? Please!!!
