 oboe reed adjustment

I just tried my new oboe reeds today.
The vandoren did not sound readily and it wouldn't sound good. I suspect it to be too hard/thick for me but i did not know the thickness or grade of it as someone else had purchased it. I would like to know what is the problem of the reed to me if it is too difficult to produce a sound?

This is the first that i am using a reed with the wires (i suppose the name is staple? I am not sure at all...), the one on the rico reed has already been fit perfectly on the reed.....but the one on the vandoren got a bit loose and i didn't know what position would be appropriate for the staple to be at....i suppose nearer the end of the reed right? The vandoren is a bit longer than my usual reeds.
The scraped portion (from the tip to about the middle)
is about 1 cm long and the excess portion (seems to be unscraped at all as the surface is very very smooth)is about 2 cm long. Does this mean that i have to scrape the excess face of the reed or is this sort of reed suppose to be like that? I am very confused....

Yeah, that is so far removed from American scrape reeds, I'm not sure I can offer any assistance at all here. I can tell you that the unscraped surface is supposed to be there, and that the wire is simply called, "the wire," whereas the "staple" is another name for the corked tube.

If the reed doesn't respond easily, you might try lessening the resistance of the reed by scraping just the very corners of the tip on both blades.

Other than that, I'm lost.
