I need to know when piccolos were manufactured in the key of C. Specifically, would a 1913 Monnig/Moennig piccolo be in the key of C? Thanks for you help!

Impossible to tell. Piccolos have been made in several keys at the same time. Besides that one from 1913 that is in the key could be at the High Pitch standard (A=456) instead of the Low Pitch standard (A=440) that we use today.
