Thanks to everyone who gave me advice on tounging the reed. It has already stopped me using my throat when I really concentrate, I guess it's just practice, practice till it's natural now. But is it ok if the part of the chin under the tounge moves slightly?

Yes, that is okay. It should be a very slight movement, but hey, all the muscles are connected, so it will move a little.

Just make sure that the jaw is not moving. If the jaw moves you will then have another problem to correct. Jaw movement makes for difficulty in cleanly tonguing the upper clarion and the altissimo notes.

A little bit of movement is not a problem. If you are doing it good place your hand on your throat and when u toungue you will feel a slight vibration.
