 cyclical breathing

does anyone know how to do cyclical breathing? i've tried to do it with my clarinet but my tone goes in and out when i breath in. i've done the exercise were you breathe through a straw into a glass of water, i can do that for about 20 minutes straight, but on the clarinet i only last about 15 seconds when i try to breathe in. can anyone help?

This ain't no answer (sorry) but I would like to know how to do it for the other instruments that I play (recorders, irish tin whistles etc.) as well as the clarinet. Many thanks.
