 Mouth Strength with Oboe

I am new at oboe and can only practice for about 15 minutes before I can't maintain embrouchure. Is this normal? If not, is it a reed issue or is it a mouth issue or is a wrong insrument for me issue (when I was in 6th grade I was to I had perfect cheeks for french horn?!??). Also, what is meant by "the reed should crow C?" That is not addressed in my book that I can find. Thanks in advance for any help.
