what instrument do you play? if it is the flute, you can do it by 2 ways.
FIRST: practice saying spanish rr's. now say the rr softer by blow why your tongue is fluctuating (moving up and down) do this with your mouth against the instrument. voila! well if i were standing right beside i'd be able to tell you better.
SECOND: play the flute while 'saying' the french r also known as the 'guttural g'. its kinda like what your tongue is doing only in this one it is your throat fluctuating per se. i realize this isn't clear but this is the only way i can think to explain it.
personally the second example gets the better sound.
on any other instruments, such as the sax, or clarinet, it is a little harder to do the first example become of your tongue having to move while that mouthpiece is in your mouth. the throat flutter works better with instruments where there is something in your mouth.

I can't get it very well with tongue, but it works a lot better for sax. Using your throat makes it harder to keep pitch, harder to do quickly- which is the only way I use it- and can give you a soar throat easier than growling if your not careful. But, as you said, the tongue one is really hard.
