Am I correct that for a B-flat Clarinet to play in the key of D Major (with a piano, tenor sax, guitar, bass, etc.), I would need to raise my notes 4 1/2 steps to be in key?

If you are playing from music that is written in the key of D, you will have to raise it by two half steps, so it will feel like you are playing in the key of E.
