The short answer is "Yes, they can be adjusted."

You need to determine what the issue is, in this order.

1. Opening - Is the opening too big? Usually if it is too open, the response won't be great, and you'll have to squeeze with your lips. Also, the reed will want more air than you are capable of maintaining for an extended period of time. (If this is the problem, pinch the throat of the reed, i.e. the bark at the base of the scrape closed while wet, and have someone scrape the reed closed.)
2. Response - If the opening is just right, does the reed respond and start to vibrate when you desire it to?
3. Thickness - If the reed isn't responding, it's too thick somewhere. Determine if the tip is too thick. This feeling is that the reed won't start vibrating when you want it to, but when it does start going, it feels comfortable to play all dynamics, not just loud. If the heart feels too heavy, then it feels like you're blowing against a brick wall and the back pressure is too great.

An experienced reedmaker should be able to hear you while you play the reed and diagnose the issue in order to adjust it appropriately.
