I don't have my oboe to double check tuning but:
o= 1/2 hole, X = covered, - = no finger
F: back octave oX-G#|---
Eb: back octave oXXG#|---C
Db: back octave oXXG#|X--C
(The G# key is closed when the first finger goes down on the RH).

I've used that Eb fingering for a chromatic fingering many times, and the color of it is just a bit different than the full Eb fingering.
