Applying oil or solvent won't do all that much (if anything) to loosen adjusting screws, and will contaminate the key corks making them fall off if it seeps down through the pips or runs down the outside.

It's really down to the manufacturer or the particular finisher in that they are as tight as they are, and if possible you should really take it up with the company you bought it from and have their tech sort it out or have them replace it.

Also, doing DIY adjustments could invalidate the warranty on a new oboe, and as it's new it should really be dealt with by the seller or their repair department.
