Play on a reed that responds well over the enitre range at all volume levels and has the right amount of resistance - and not on a reed that's too hard for you as you won't be doing yourself any good by struggling.

If you're finding the lower register fuzzy and doesn't respond well at pp levels, your playing on too hard a reed.
