What does the rest of the instrument look like?
It could be a stencil model with a lick'n'stick transfer logo if it's all flaked off like that.

"Made in France" is stamped below the serial number. Not sure of the make - at first glance with some of the keywork I thought it was Italian.
It's a student model oboe, modified conservatoire system with a side Ab-Bb trill key on the top joint.

Some stores get instruments made by instrument makers but get them branded with their store (business) name; because of the letters that can be seen, including the serial number, would it be possible that this would be an item from Ben Wall - New York ? I think that I see old musical instruments for sale, with this business name, from time to time on eBay; I think this store closed down long time ago.

The right name would be: Benwal _ New York.
If you search in this board this name, you will get some result, there was a previous posting with this name.
