Sounds like it could be Italian as they went for the virtuoso style of oboe playing big time.
Oh yeah - just read the description that says "Fabien Thouand (Principal Oboe in Milan's Scala Orchestra)" so that's pointing in the right direction I reckon.

Kalliwoda! Should've known that as my oboe teacher is nuts about him! Yeah - more Bohemian sounding than Italian.
I was thinking along the likes of Pasculli.
