I wouldn't think so.
In order for the reed to vibrate, it needs to be a certain thickness. This applies to the tip, blend, heart, back - in short, the whole reed.
The cane has several layers, but in general gets softer towards the center. If your gouge is too thick, I should imagine that your tip would not have the correct "spring" to it - it would be made of softer fiber. The gouge we all used - between .55 and .60 in the center, a tiny bit less on the sides - seems to leave a tip with the correct strength.
The opening is affected by many things:
The curvature of the cane,
the curvature and diameter of the tube at the throat,
the shape used,
the scrape.

This statement is definitely not true. Two things related to the gouge effect the opening.
1. The correct curvature.
2. The thickness of the sides in relation to the thickness of the center. The thicker the sides, the bigger the opening.
