Hello Barry, I recieved your email, but i'm afraid i can't personally help. I do not know Mr. Klöcker, so i would not be of any help there. I have read in the Sneezy Archives that he can be less than forthcomming with information ( Archives ) ; but i cannot imagine any harm in politely requesting the info anyway, you may be lucky and get a helpful answer, (please let us know if you do).
If you are unable to get any further there and if you check his notes carefully, he mentions that the works are "scattered" throughout Europe, in Austrian, former Bohemian (Czech) and private archives. He also gives a very special thanks to Dr. Jana Fojtikova (Director of the Music Library in the Prague National Museum) and Dr. Jitrenka Peskova (Director of the Music Library in the Prague Conservatory). Those would be the places I would check next, they may have some fragments on microfilm or at least information to follow up.... (you should be able to find the addresses by searching the web)... or better, if you are wondering where to go this summer on holidays, Prague is beautiful and a remarkable place to visit.... but take the train or plane, public transportation is very good and parking is a nightmare.
The only Cartellieri scores i've seen on the web are for the Divertimento, probably not what you are looking for, by a German publisher (page is in German, simply type in "Cartellieri" in the "Komponist" field): Accolade
